Romualdez made it to the list of eligible/passers of the 2018 Seal of Child-Friendly local Governance (SCFLG).
In a memorandum issued by the Regional Office of the Department of Interior and Local Government (DILG), Tacloban City garnered a score of 87 percent and was congratulated for its “vital role in promoting Child rights to survival, development, protection, and participation, as well as in ensuring child-friendly governance.”

LGU Tacloban is a consistent regional recipient of the “Seal” which is a recognition system for LGUs delivering clear and outstanding positive results for children. In 2017, the HUC was hailed as a finalist of the Presidential Award for Child-Friendly Municipalities and Cities which had its awarding ceremonies in Malacañang.

The SCFLG considered the following indicators in rating the LGUs: decreasing incidence of death of children below 5 years old and decreasing number of underweight children 6 years old and below; an increasing number of 3 to 4-year-old children attending day-care, increasing number of elementary graduates and the absence of child laborers.
