Tacloban Taskforce Titulo (TFT), managed by the Internal Audit Services Office, is planning to conduct monthly distribution of Transfer Certificate of Title to fast-track the completion of more than a thousand applications that availed the initiative under the Yolanda Housing Program.
Since its creation in August 2021, the taskforce has already received 1,138 applications, of which nearly 500 titles have been distributed. The latest batch was handed out on Monday, October 21, 2024, by Ephraim L. Gonzaga Jr., acting Assistant of IASO, Dion Rae Dela Cruz, team leader of TFT, and a representative from the City Housing and Community Development Office (CHCDO).
Acknowledging the financial constraints of securing necessary documents, Gonzaga clarified that beneficiaries of the program should prepare around 6,000 to 8,000 pesos to process for title registration, adding that this amount is much lower compared to the original budget ranging from 16,000 to 18,000 pesos.
The official also noted that beneficiaries who have received their Deed of Conveyance, Transfer Title, and Certificate of Award can apply for TCT at Tacloban City Hall. Cost ranges from P2,000 to P2,500, depending on when the housing unit was awarded. However indigent beneficiaries will be exempt from certain fees, including those for Tax Declaration, Transfer Tax, and Tax Clearance, amounting to P1,270.
The taskforce was established by Mayor Alfred Romualdez through Executive Order 2021-08-033 to streamline title transfers for the Yolanda Housing program beneficiaries.
