
Tacloban City, Leyte – Three beneficiaries of the Yolanda Permanent Housing Program are now a step closer to full homeownership after receiving their Transfer Certificates of Title (TCT) during a recent handover ceremony held at the Internal Audit Services (IAS) Office in Tacloban City.
Of the recipients, two are residents of North Hill Arbours, while one beneficiary is from Saint Francis Village — two of the resettlement sites developed for families displaced by Super Typhoon Yolanda in 2013. The distribution of land titles is part of the ongoing efforts of Task Force Titulo, a multi-agency initiative dedicated to ensuring that qualified Pabahay beneficiaries are granted legal ownership of their homes.

This follows a similar distribution held earlier this year. On January 15, 2025, two Yolanda Pabahay beneficiaries — Divina David and Benjamin Dabuet, both residents of Villa Diana — officially became property owners after receiving their land titles at the same venue. Before the handover, Task Force Titulo Team Leader Dion Dela Cruz conducted an orientation to brief the beneficiaries on the conditions and guidelines of the Pabahay Project to ensure a clear understanding of their responsibilities as new homeowners.

Since its launch in 2021, Task Force Titulo has been instrumental in assisting Yolanda Pabahay beneficiaries in processing title transfers. The program is a critical step in helping families secure their future through formal property ownership. With the support of the local government and partner agencies, the task force continues to fast-track documentation and legal processes to reach more families still waiting for their titles.
City officials and housing partners hailed the turnover as another milestone in Tacloban’s continuing recovery and rehabilitation journey more than a decade after Yolanda’s devastation. They expressed optimism that more titles will be processed and distributed in the coming months, providing thousands of families with security of tenure and a renewed sense of stability.
